Springfield’s BDS director resigns, interim replacement announced

Despite having just over a year on the job, Building Development Services (BDS) director Dwayne Shmel resigned earlier this month. On Monday the city of Springfield announced current assistant director Brock Rowe would be his interim replacement.

Tasked with responding to a wide variety of property nuisance complaints, BDS responds to more than 12,000 service requests from Springfield residents per year.

Rowe has been assistant director of the department for 11 months — beginning shortly after Shmel was hired last year. Rowe was previously a building inspector for the city of Branson and worked 18 years as a carpenter and foreman for construction projects in northwest Arkansas and southwest Missouri.

“In the time I have spent at the City of Springfield the staff has become my family, I value each staff member and I am very excited to lead this team,” Rowe said in a statement. “I will continue to value their input and continue to support them as we navigate through day-to-day activities and into the future.”
